Rules for the payment of the Kozma Ferenc Vocational Training Scholarship

The Kozma Ferenc Vocational Training Scholarship was established by the National Stud and Educational Farm, the maintainer of the Mezőhegyes Technical, Vocational School and Dormitory (hereinafter referred to as the School), with the aim of supporting the stud farm and the region’s labour supply and the training of agricultural specialists to meet the needs of the 21st century.
The scholarship is available to students attending full-time technical vocational education at the School and full-time vocational education at vocational schools.
The scholarship is not available to students in evening classes preparing for the school-leaving examination, or to persons in adult education courses.
The funds required for the payment of the Kozma Ferenc Vocational Training Scholarship are provided by the School’s maintainer, the National Stud and Educational Farm, including the additional costs (administration, bank transfer costs, etc.). All the procedures related to the payment of the scholarship are handled by the School’s economic department. Responsibility lies with the school’s financial administrator. Payment of the grant is made each month on the basis of a decision by the headmaster. The annex to the decision contains a table showing, for each class, the names and details of the beneficiaries, their academic average, the number of unexcused absences and other grounds for exclusion, and the amount of the bursary payable under the rules. Heads of department must submit the tables to the school’s financial secretary by the 15th of the month concerned. The scholarships are paid by bank transfer to the bank account of the beneficiaries by the 10th day of the month following the month in question. The Kozma grant may only be paid into the beneficiary’s own bank account and cannot be transferred to a parent/guardian’s account.
The payment of the Kozma Ferenc Vocational Training Scholarship is conditional upon the payment of an academic average.
Students with an academic average of at least 3.50 above the average of the academic year preceding the academic year in which they started will receive a net monthly grant of HUF 20,000. Pupils who do not achieve this average, but who achieve above 3.00, will receive a net grant of HUF 10,000 per month. Students who do not achieve above 3.00 GPA will not be eligible for the scholarship. Students who achieve above a 4.50 grade point average will receive a monthly scholarship of 30,000 HUF net. At the end of each semester, the basis for the payment of the monthly scholarship of HUF 20,000 will be adjusted on the basis of the semester grade point average.
Failure in a subject will be disqualified, even if the student still achieves a medium or average grade. Pupils from Mezőhegyes (whose place of residence is Mezőhegyes) who are eligible for a scholarship on the basis of their academic results, and pupils from a cumulatively disadvantaged background who are eligible for a scholarship on the basis of their academic results, will receive an additional HUF 5,000 scholarship (pupils from Mezőhegyes with a cumulatively disadvantaged background will receive HUF 10,000), upon presentation of the necessary certificates.
Students from the 8th grade of primary school enrolling in the 9th grade, newly enrolled students with a second profession, students enrolled in full-time adult education in the 9th grade, and students studying a profession after graduation will also receive a net scholarship of HUF 10,000 for the first semester of school, regardless of their academic results, if they meet all other requirements.
Students who arrive during the academic year (after 1 October) and transfer from another institution may receive the scholarship according to the rules set out here.
The payment of the Kozma Ferenc Vocational Training Scholarship does not affect
- the payment of the Apáczai Scholarship,
the vocational training allowance paid in sectoral basic education,
- the means-tested allowance,
the one-off career start allowance;
- independent of the scholarship paid in the school workshop (in the case of non-dual training),
- independent of the financial and other allowances provided for in the apprenticeship contracts,
- independent of the financial and other allowances provided for in the apprenticeship contracts,
independent of any financial or other support granted by the Board of Trustees of the Mezőhegyes Foundation for Vocational Training, which is attached to the School.
Eligible students are entitled to the full amount of the monthly grant for each month they have been enrolled at the School, even if they drop out or transfer to another institution (terminate their enrolment) during that month, with the exception of students who terminate their enrolment for unjustified absence or serious disciplinary offences.
Eligible applicants will also receive a grant for the duration of the related work placement (summer internship).
The scholarship scheme also includes incentives for outstanding performance in academic competitions. Among the eligible students, first place winners of the Outstanding Student of the Profession Competition (SZKTV), the National Vocational Studies Competition (OSZTV) and the National Vocational School Public Knowledge Competition (OSZKTV) will receive a net award of HUF 100,000, second place winners will receive a net award of HUF 75,000 and third place winners will receive a net award of HUF 50,000.
Eligible students will lose their entitlement to the scholarship with the 10th unexcused absence, which will be withdrawn from the month following the month of the reference month until the end of the academic year.
The scholarship may also be withdrawn in the event of serious disciplinary offences, and the disciplinary committee may decide to withdraw the scholarship in the event of a disciplinary hearing. In the event of repeated breaches of the rules of the school, repeated disciplinary measures affecting the pupil or serious breaches of the rules, the Director of the School may decide to withdraw the scholarship, giving written reasons. In the latter case, the maximum period of suspension may not exceed five months.
If a student who is entitled to a scholarship and is in arrears with the payment of the meal allowance for more than one month after the deadline for payment, the full amount of the arrears will be deducted from the Kozma Ferenc Vocational Training Scholarship. In this case, the blocking is an automatic consequence of non-payment.
These amended rules will apply from 1 September 2023.
As of 2019, the National Stud and Educational Farm as the maintainer has made it possible to include the costs of the scholarship programme in the School’s budget and will provide the necessary funds as stated in the regulations. The school management places great emphasis on providing thorough and detailed information to students and parents/guardians in the operation of the scholarship programme. The class teachers and the staff of the School’s Business Office are required to maintain accurate administration of the scholarship payments and the Business Office Manager is required to strictly observe and enforce the rules on taxation.
